Vikas Vaibhav attends ‘Let’s Inspire Bihar’ event in Bhagalpur, urges youth to become “job creators”
Bhagalpur, Bihar — Under the ‘Let’s Inspire Bihar’ campaign, significant efforts are being made in Bhagalpur district to promote entrepreneurship. In this direction, a grand closing ceremony was held today at T.N.B. College, Bhagalpur, marking the conclusion of a month-long ‘Entrepreneurship Development Program’ organized by the campaign. T.N.B. College is the first college in Bihar to host this program under the ‘Let’s Inspire Bihar’ initiative. There are ongoing plans to conduct such programs regularly in every college of Bihar.
This initiative is part of the campaign’s visionary goal to establish at least five startups in each district of Bihar by 2028—each capable of directly employing over 100 people. The ‘Let’s Inspire Bihar’ campaign could prove to be a milestone in this direction.
Earlier, Startup Summits were organized by the campaign in Patna in August 2022 and 2024. Entrepreneurship development programs have so far mainly been held in Patna or India’s major cities. Under this initiative, the Entrepreneurship Development Program had been running at T.N.B. College, Bhagalpur, from March 25, 2025, and concluded on May 3, 2025.
During the event, Vikas Vaibhav—founder of ‘Let’s Inspire Bihar’ and a renowned IPS officer—engaged in a dialogue with youth. When he asked whether they aspired to take up jobs or build their own startups, their enthusiastic support for startups convinced him that this vision is truly on the path to becoming reality.
Vikas Vaibhav shared that during his visit to Bhagalpur, he had the opportunity to participate in various events including a community meet-up with the campaign’s coordinators, interactions with students at T.N.B. College, discussions with women of the Gargi Chapter, a youth session at Infinity Academy, and the inauguration of a local restaurant. These experiences demonstrated the emergence of a strong and positive environment in Bhagalpur for innovation, entrepreneurship, and social consciousness.
He remarked, “It has been my privilege to have started my career as an IPS probationer in Bhagalpur, and later served as DIG of the Bhagalpur Range in this historic, cultural, and academic region. Even then, I saw the immense potential for transformation among the youth and women here. Today, as I return to Bhagalpur with the ‘Let’s Inspire Bihar’ campaign, I am delighted to see that this awakening has now grown into a people’s movement.”
Emphasizing the need for entrepreneurship and a startup revolution, Vaibhav said, “Our dream is that by 2047, Bihar becomes a developed state where no one needs to leave for education, healthcare, or employment. This dream can only come true if we work over the next two decades on solid, practical, and long-term strategies to create employment opportunities for over 90 million youth.”
He also explained that government jobs can benefit only about 1% or slightly more of the population. Hence, it is imperative that the youth become ‘job creators’ instead of ‘job seekers’. To achieve this, a robust ecosystem must be built in Bihar that provides startups with the necessary resources, guidance, and support.
Expressing concern about Bihar’s economic situation, Vaibhav stated that the current per capita monthly income of the state is ₹5,028, the lowest in the country. In comparison, it is ₹48,979 in Sikkim, ₹38,493 in Delhi, and ₹29,714 in Telangana. “These figures are not just statistics,” he said, “they highlight the immense challenges we face. If we wish to place Bihar among developed states, we must collectively move toward economic self-reliance.”
He also noted that Bihar’s current growth rate is 14.5%, which is a positive sign. However, if this pace continues, the per capita income would only reach ₹10,000 in the next five years, and about ₹20,000 in the next ten. He warned that unless we rise above divisions of caste, religion, gender, and ideology and work with an inclusive mindset, this growth will remain incomplete.
Highlighting Bhagalpur’s historical heritage and social energy, Vaibhav said, “If an entrepreneurial revolution is to take birth in Bihar, it will be possible only through the combined efforts of our youth and women. Whether it was walking from T.N.B. College to Tilka Manjhi or engaging in dialogues with women in Bhagalpur—everywhere I received the same message: Change is possible, provided we are united.”
At the end of the event, Vikas Vaibhav expressed confidence that if the consciousness awakened today in Bhagalpur spreads across the state, this city could become not just Bihar’s but the nation’s startup capital. He said that the self-confidence of women, the curiosity of the youth, and the commitment of the coordinators clearly show that this is no longer a journey of ideas—it is a journey of execution.
As he took leave from Bhagalpur, he said, “My heart is filled with hope. I firmly believe that our next generation will carry this campaign to new heights and place India among the ranks of developed nations.”
The presence of dignitaries such as T.N.B. College Principal Professor Dr. Sachidanand Pandey, faculty members Dr. Manoj Kumar, and Dr. Garima Tripathi added grace to the event. Dr. Pandey remarked, “Such programs awaken a sense of self-reliance and innovation among students, helping them become not just degree holders but inspiring elements of society.” Dr. Manoj Kumar and Dr. Garima Tripathi also emphasized the utility of the program as an important step toward the holistic development of students.
Additionally, Anshu Singh, Chief Coordinator of the Bhagalpur Chapter of ‘Let’s Inspire Bihar’, and O.P. Singh, Chief Advisor of the Entrepreneurship Chapter of the campaign, were also prominently present. These senior members played an active role in ensuring the success and smooth execution of the event and remarked, “Today’s event signals that Bhagalpur is ready to become the new hub of entrepreneurship in Bihar.”
Speaking to the media on the occasion, Purnendu Kumar, Co-Coordinator of the Bhagalpur Chapter, said that the visit of Vikas Vaibhav energizes the youth of the region, as he is a beloved former DIG here. He also stated that the ‘Let’s Inspire Bihar’ campaign has now grown significantly, with hundreds of young individuals joining it daily.
