BIPARD Hosts Consultation Workshop to Shape Vision Document for Bihar @2047.

Gaya, 18 December 2024: The Bihar Institute of Public Administration and Rural Development (BIPARD) organized a landmark Consultation Workshop at NITI Shala, Gaya, to chart the transformative Vision Document for Bihar @2047. The initiative aims to define a strategic roadmap for the state’s holistic development as India approaches its centenary year of independence.
The Vision Document for Bihar @2047 aspires to outline sustainable, inclusive, and actionable strategies to address the state’s developmental challenges while leveraging its unique strengths. The workshop reflected Bihar’s commitment to capacity building, policy innovation, and collaborative action to achieve a robust, forward-looking model of growth.
The event was inaugurated by Chief Secretary of Bihar, Amrit Lal Meena, who joined via video conferencing. In his address, Meena underscored Bihar’s progress in recent years and highlighted key indicators in education, health, infrastructure, and economic development. He stressed the importance of focusing on systemic reforms to ensure long-term impact, stating, “As we progress, we must build on our strengths while identifying areas that require immediate attention. The Vision Document will act as a guide to make Bihar self-reliant, sustainable, and globally competitive by 2047.”
The workshop was chaired by the Director of the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Sriram Taranikanti, who emphasized the critical role of data-driven policymaking and effective collaboration. He remarked, “To create a developed Bihar, we must first identify where gaps exist—whether in infrastructure, education, health, or governance—and then systematically work to close those gaps. This Vision Document should reflect not just goals but clear and measurable strategies for achieving them.”
Director General of BIPARD, K.K. Pathak, shared his perspective on fostering inclusivity and capacity building, urging all stakeholders to think beyond conventional approaches. He said, “Inclusive growth must be at the heart of Bihar’s transformation. Capacity building, particularly at the grassroots level, will play a vital role in bridging inequities and empowering communities to contribute to the state’s progress.”
The workshop brought together 20 development partners, including globally renowned organizations such as the World Bank, UNICEF, UNDP, IFAD, ITC, IndusInd Bank, Piramal Foundation, Pradan, and Coal India. Each partner shared valuable insights and presented innovative solutions to address challenges while accelerating Bihar’s development. The discussions covered a wide range of critical areas, including education, healthcare, agriculture, employment, infrastructure, and rural development.
The ideas and inputs gathered during the workshop will form the cornerstone of the Vision Document for Bihar @2047, ensuring it is a comprehensive and inclusive strategy aligned with the state’s aspirations.
The Vision Document for Bihar @2047 is set to be officially inaugurated by the Honorable Chief Minister of Bihar, Nitish Kumar, on 26th January 2025, symbolizing the state’s dedication to a prosperous and self-reliant future as the nation celebrates Republic Day.
